Hugh is an unexpected up-and-comer in the Syndicate. Circumstances threw him together with the Freelancer causing them to work together, tying the Freelancer into underground criminal activity. If you’re involved in crime, though, there are few better hookups to have than Hugh. Ambitious, yet also cautious, he’s unbelievably effective at smoothly pulling off jobs or orchestrating large and covert operations. This is in no small part due to his team, whom is he meticulous at recruiting for. The benefit of this is that having Hugh as an ally means having a trove of capability at your disposal. However, Hugh is still a Syndicate member and his loyalties may not prioritize you over the organization.
